Ok. Common Technical Regulations (CTR's) are not standards. A CTR is a
technical regulation which refers to a (harmonized) standard and the
Directive for which it's publication is intended. The CTR's published until
now only refer to the TTE-SES Directive 98/13. 

A standard becomes a harmonized standard of a Directive when it has been
linked to a Directive by the European Commission. A list will normally be
notified to the public in the "C" issue of the Official Journal.

Currently there are no harmonized standards linked to the R&TTE directive
99/5. The R&TTE Directive refers to the CTR's for transitional period
purposes.

ETSI does develop (harmonized) standards but the fact is that there are
still none linked to the R&TTE Directive at this moment.
