In the article 24  it specifies that operators of telecom networks should
be able to define 
technical characteristics..
The article 26  specifies that ETSI has a role to produce harmonized
standards etc..

Than article 5 talks about harmonized standards.

So how can you say CTR,s are gone..

I do not read that way, What I see that it will be big mess with
a manufacturer applying partial requirements as he feels it suits him.
