In the R&TTE directive it is stated that equipment within the scope has to meet
"essential requirements". Compliance with these requirements may be proven by
using harmonised standards or by "other means of demonstrating conformity to..."
(section (27)). Unfortuneatly there are no harmonized standards yet which are
linked to the R&TTE directive and it is not to be expected that there will be
sufficient harmonized standards next year which cover all different types of
equipment.

In Article 18 it is suggested that one could use CTR's and the standards linked
to the existing EMC/LVD Directive as a basis for the proof that you meet the
"essential requirements" (for instance in case of the absence of harmonized
standards). However, if a manufacturer decides to use an another or his own
method of proof then this is also allowed. For using, or developing, such an
alternate method and classifying the equipment properly it is very useful that
one knows the technical specification of network interfaces in EC countries.

I am not sure that your interpretation is correct.

The article 3 states essential requirements where Article 4 talks about
technical specifications for interfaces offered in member states and
Article 5 refers to harmonized standards that are required to meet
essential requirements..
So am I missing something?
