As it was explained by Commission Staff last week in Washington, the
Directive refers to
the LVD and EMCD for those requirements.   ETSI apparently will be, or has
already been
instructed to replace the current CTRs with true interface specs.  The old
CTRs still will be of
much value if you want to build something that works.  However, whether it
works or not and
how well it works, like in North America, is no longer the subject of
regulation, but an issue for the
market place to settle.

As new services come on the market, the providers of these new services
will be obliged to 
divulge the interfaces between the network and new terminal equipment that
can provide those services.  Exactly how that will work is the subject of
discussion at the moment.
Probably there will be some peeing contests over that issue.
