Hi Chris,
Not alot of other apps have a Retopo OR poly reduction type feature
included, so RS is not alone. The only other app I found and use with
close on it is Modo by Luxology. Andy Browns recent video tutes at
luxology go hugely into this area:

Scroll down and look at samples and read the tute contents. Lux got
Andy to meet up with big game developer companys and got him to
extract all the nuggets for hi to low poly mesh devel from them, then
to create vids on the process. I find some of this may apply to other apps too.

Realsoft just does not seem to have the tools for this kind of operation.
