Yes, it is actually part of it.
Please try to install 'ffdshow tryouts'. This should enable mp4 support
in OOo as it provides a direct show filter which uses the same backend
as the VLC player does.

As said, it takes the backend that vlc uses to render files (libavcodec)
and enables it for "direct show".
I installed ffdshow [ FFDShow MPEG-4 Video Decoder 2009-11-08 ]
Try the above, its a newer and enhanced version. If you still can not
play the videos than maybe it is a configuration issue with ffdshow.
