Yes, but this should be made automatic

they are not mutually exclusive. Empty messages can come from
subscribed users too. And messages with subjects which are not empty
but too vague to mean anything or simply wrong due to lack of
competence from the OP should be treated in exactly the same way.

Both, of course. Why should I choose? They are not mutually exclusive
and address two partially different issues. The first is a completely
automatic, fire-and-forget solution, the second is general common
sense which applies to many more problem than a broken web form.

What I'm trying to say is that if you want to spend lots of your spare
time giving support on a mailing list (and I publicly thank all those
who do it!!) it's a wonderful thing, but you must be sure that you are
doing it in the most effective way for your limited energies and the
most beneficial one for the whole community. Part of this is never
tolerate hidden or misclassified information.
