it may be because this particular list collects the highest number of
people willing to help, but without enough skills to do it
effectively, or to recognize the most efficient ways to do it.

see above. Maybe being able to say "I'm a very active OOo support
volunteer, look how many messages I answered today, never mind if I
didn't it right" is the motivator.
