Hot Vw's did an article on this recently. The frame horns are a major structural member and can be kinda flexy, so I'd recommend beating the dents into the tops and seam-welding the sides for added strength. If you do cut out and weld-in pieces, make them thick and seam-weld them good and strong, so as not to weaken the assembly. The torsions could be the same, depending on which style late plates that you're using. There are late double-plates that use different torsions and endcaps.
