Yeah Mike I've seen those weird double plates and I think my donor beetle 
has them.  If the clearance isn't all that much, then I have no problem 
having fun with a sledge hammer and putting a welded ring around the dent to 
prevent fatigue cracking and the like.  If it's not that much clearance that 
is needed, grinding and welding seems overkill.  I believe if I put the pan 
up on saw horses, I could slide my shop press over the horns and using a 
piece of shaft as a mandrel, could probably just press the indentation in. 
20 tons oughta do it dontcha think?  :)
