Your counter-strategy is workable only if the true secret of LENR is widely dispersed among all that desires to know, but it is not. Far from it, it is closely held by a very few who are jealously protecting their intellectual rights and prominent competitive position by a misinformation program of their own.
No other of these legions of 500,000 that you hopefully reference have the slightest idea what LENR is all about or will figure it out in the next 1000 years. They cling to their delusions of deuterium fusion, a mistake that was born far back in 1989 in the face of overwhelming counter-evidence over the following years. The people that think along these lines have no chance to exert any leverage to affect the political situation. How can such delusional hard heads protect the future of LENR in any way? The U.S. has kept the secrets of nuclear energy away from public knowledge for close to a century now by a carefully orchestrated international program of suppression. What is to keep LENR from this same tragic fate? Not a public that laughs whenever LENR is mentioned as a disparagement to any proffered idea. Look at the situation with a cold eye of realism, not the dream that you hope will be.
