The domain owner can (should?) be billing contact, but also should be
either admin or technical ... billing contact can't do squat except pay
the bills :-\, only the admin and technical contacts can do things like
transfer to another name server, etc.
For our clients, someone from the domain owner's firm is admin and
billing, and I'm technical.
