The admin or technical contact can change the record without the approval
of any other contact. As I recall it, and it's been a while since I
looked, the admin or technical contact requests a change, and notification
is sent to the other contact. If there are no objections ... in other
words, silence implies consent ... the change is made. The billing
contact cannot do that without specific approval from the admin or
technical.
