I think that anon is likely right in that many uses of preload can be replaced
with either prestart, or prestart + some lua.
But that's not really the point. WML is not like standard programming
langauges -- rather than being designed by a small group, it has been cobbled
together as a series of patches from developers who had different ideas and
tastes, and did not vote about all changes. There are *many* equally good ways
to do any given thing in WML, and that is not "bad" the way someone coming
from python might say it is.
The existence of preload events is not a bug. The intended behavior can never
be a bug. Therefore I am marking this report invalid. It could perhaps be a
design flaw, but it's one that we are almost surely going to live with rather
than break compatibility with past releases.
