All core algorithm choices seem to come down to the following:
(1) Is there a limit on how much a unit can be healed? (demand limit)
(2) Is there a limit on how much a unit can heal? (supply limit)

I'd prefer to simplify the rules, not get rid of one, like so:

(1) Patient can get treated by only one healer/curer per turn.
(2) Healer/curer can only treat two patients per turn.  Chooses based on
poisoned + most damage.

(They should still be intelligent about cooperating if two healers can
reach same unit)

This is simple to explain, fairly easy to implement, and doesn't change
game dynamics much at all, AFAICT.  Most people won't even notice.
