Thank you, now I can continue assuming good faith and doubting that editors who
are against making things easier exist :)

As I said before I don't really want to get drawn into this discussion, so I'll
just drop this little bit: I've glanced over Erik's proposal and it seems to
address both issues, simplifying the interface and process while also
implementing an incubation namespace/workspace/whatever where new articles that
are submitted by inexperienced users or that don't match certain criteria can
be improved upon, reviewed, and admitted to the main namespace (or rejected and
left to rot).

So Erik's proposal still addresses the original problem. I also don't believe
the problems are completely separate (some bad new articles, not the flat-out
garbage ones but the not-quite-good-enough ones, are probably the way the are
because people can't figure out how to write them properly), but that's hardly
important enough to argue about right now.
