In  which  case, with  all  due respect  you  have missed the point  of the
proposal  for this rights change. It  has nothing  to do  with  making 
anything  harder - it  is to  do  with  !). making  it  easier for serious
editors to  create serious articles, by simplifying  the walls of text  and
instruction creep and introducing  a truly  interactive Wizard, 2) In  lieu  of
a totally  disfunctional system of new page patrolling, introducing  measures
that will completely  prevent the creation  of page that without  any 
controversy whatsover should never be allowed to  be created. pPlease read up 
on  the original RfC, its research, and this Bugzilla discussion  from the
beginning.
