As far as I can tell, the proposal is to create a noindexed workspace area, and
"highly encourage" (but don't require) new users to create their article in
that workspace first.  Then, without any kind of review process at all, they
can move their article into mainspace whenever they want.  In my opinion, this
is an idea which only complicates the article creation process (by giving new
users more options to choose from which they don't understand) while
simultaneously not implementing any steps which would prevent a new user from
creating a new article (in mainspace) on their high school chess club.

This proposal doesn't address the problem whatsoever.  Any real solution to the
problem will involve some level of forcibly disallowing new users from creating
new articles until certain conditions are met which guarantee some minimal
level of education about Wikipedia and how it works; and simply registering a
user account does not provide any such guarantee.  This is the stumbling block,
and this is the part of the proposal which WMF apparently rejects, without the
support of any real data on what the consequences would be.  We're simply
asking for a chance to collect that data, that is all.  Personally, I'd be
happy if the trial was only implemented for 1-2 months, but I can't speak for
the rest of the editors who are pulling for a 6-month trial.
