This proposal doesn't address the problem whatsoever. Any real solution to the problem will involve some level of forcibly disallowing new users from creating new articles until certain conditions are met which guarantee some minimal level of education about Wikipedia and how it works; and simply registering a user account does not provide any such guarantee. This is the stumbling block, and this is the part of the proposal which WMF apparently rejects, without the support of any real data on what the consequences would be. We're simply asking for a chance to collect that data, that is all.
