In what way do you mean ?  "static conditions"  and  "fully "working" 
environment"

I agree!  I would have passed on it as well!  But I would have also 
repaired the stick if I couldn't have returned it under warranty!  If 
the decoupling caps came off as easily as you describe, then I would 
say that it wasn't manufactured properly!!!
