You might try just doing free wifi hotspots for people around the fair. Force them to a splash page that tells them you are giving the wireless away and that you can provide it to their homes (for a fee) as well.
Beyond that, you might try getting a flyer in all of the fair stuff etc. I'd also not be afraid of keeping the kids off of the computers. At least make them have a parent with them.
