The Dell Streak supports USB Host mode (this requires the correct system ROM version and an appropriately modified USB cable - I can post some more details if anyone is interested). Pretty sure it would be possible to get a USB-serial driver working on it. People have got it working with storage and keyboards/mice, so it's just a matter of finding or writing a driver.
The options are certainly growing recently - you have serial over bluetooth, serial over adb with the ioio board or USB serial with android host. The ioio solution has the potential to be the most universal and robust - all android devices can use adb while not all devices can support USB host. The ioio board also seems like it would be appropriate for both raw sensor input (for DIY devices) and passing on a serial stream from a consumer device. The new ADK protocol from google (which is now supported by ioio!) could also potentially be a very good solution. I think it would be nice to have an "officially supported" method of feeding data from loggers and sensors to xcsoar on android.
