I have no idea why time zone would affect setup or connection. I could
understand that a problem might occur if your computer's clock weren't
properly synchronized. Be sure to check that as well.

You might consider posting your question in the
microsoft.public.exchange.admin newsgroup and seeing if one of the Exchange
Server experts there can indicate why time zone information may affect your
connection.
