In modern times it has been the practice of the USA to build up an enemy before we make war with them so the war can be as expensive as possible making it necessary for our government to borrow gazillions of dollars from the same men who are lobbying to start the war so that they can lend the money. No one but the USA making war with an other nation with a considerable military has any need for that much money, hence no need to borrow. If anyone cannot see that the same people pressing for a war are the ones who expect to profit from it, then I pity them for their naivete. John W.
