Follow-up: Just to be sure, I uninstalled all previous and coexisting versions 
of FrameMaker, and completely reinstalled FM 2019 64-bit. Same behavior.

I find it interesting that under the Apps section in task manager, if you 
expand FrameMaker, it's running something called "Legacy32.exe (32 bit)" which 
confirms my suspicion that 64-bit Frame really isn't... at least not entirely.

V15.0.8.979 which is a newer update than what I originally listed below, but no 
change in performance.

Also, when I have zero pods open and rapidly use the keyboard to move up and 
down through lines of text, there is no spike in CPU usage, but if I open even 
one pod such as character designer or paragraph designer and do the same, it 
instantly spikes CPU core 1 to 100% and bogs down until I stop moving the 
curser. It is literally polling and updating all open pods on every single 
keystroke.

I can't tell if your reply is intended tongue in cheek or not. A core i9 with 
64GB of Ram is lightweight? According to CPU & RAM meters, the system isn't 
even using 27% of RAM when under load running Frame, and of the 20 CPU cores, 
Frame only utilizes one of them which it pegs to 100%; Frame apparently is not 
a multithreaded application... so the vast majority of system resources Frame 
isn't capable of utilizing. It's ancient technology under the hood.

If there is a way to force Frame to utilize more CPU cores to boost 
performance, I'm all ears. I've not been able to find a solution.
                 
All files are local, not on the network.

To be clear, this is 64-bit Frame I'm running, not 32-bit. 2019 version 
(15.0.3.603) as I will not shift to the subscription model.

Your machine is kind of light weight for intensive publishing. I'd definitely 
try to boost the RAM.
Also, you don't say if the files are all local or on a LAN/server somewhere, 
which will create another bottleneck if they have to be opened locally, which 
probably involves some virus checking.
May be worth downloading a new version build to see if the 64 bit version gives 
you any speed.
