But, it's not all just posturing. The political situation, combined with emotions generated by the Al-Aqsa Intifada, combined with the military situation, are all creating a vortex that could spin madly out of control. The Arabs might think they have some chance of standing up to Israel in a way that could enhance their overall geo-political situation -- maybe a short intense war that would force international intervention, especially with the region's oil still vital. The Israelis are determined to show the Arabs that they have the power and cunning to defeat them all and if need be to change once again the whole regional situation as they have done before. The Palestinians may feel they have little to loose; so too Saddam Hussein. Everyone however may be very wrong in these calculations. A regional war with today's weaponry should be unthinkable...but is not. Such a war could result in a huge human death toll with tremendous damage never before inflicted on the countries of the Middle East in prior wars. If they consider themselves provoked, and if they can twist public opinion their way, at least in the short run, the Israelis could decide to unleash their tremendous military capability determined to demonstrate to everyone how powerful they are, how much damage they can inflict. If they are acting so savagely toward Palestinians throwing stones and shooting a few bullets, just imagine what they might decide to do if faced by a serious enemy inflicting real damage. Furthurmore, should things not go well for them and Israeli cities should be attacked in any significant way, the Israelis are very capable of using their weapons of mass destruction against both Arab armies and cities. The "Sampson complex"* need not actually come into play, just a determination to make it crystal clear any attempt to actually destroy Israeli might well trigger it. Should such a war begin to seriously develop, Egypt, Jordan, and Saudi Arabia will desperately try to stay out. But public pressures would be considerable, especially in this age of instant television and the Internet. Furthermore, Israeli apprehensions and fears about what might happen if they don't strike at some armies first might bring about miscalculations and preemptions that could result in a truly devastating regional conflict. * The Sampson Complex is the title of a book -- of course taken from the Biblical Sampson story -- written a decade ago by Pulitzer Prize-winning Journalist Seymour Hirsh, detailing Israel's nuclear weapons capabilities as well as Israel's peculiar post-Holocaust psychology that could in fact lead the Israelis to destroy the whole region if their own existence as a Jewish State were truly threatened. IRAQ SEEN ENTERING WAR IF ISRAEL COUNTERS HIZBULLAH ATTACKS By Steve Rodan, Middle East Newsline JERUSALEM MiddleEast Newsline - 1 Dec: For the first time in a decade, Israel has raised the prospect of a regional war with the Arab world with the key participation of Iraq. Israeli sources said the most likely prospect is a Hizbullah attack on the northern Israeli border. Israel would then react by retaliating against Syrian military installations in Lebanon. This, in turn, would result in Iraqi and Iranian intervention. Such a prospect could take place imminently or be delayed for months, the sources said. They said this was the strongest threat of a regional war in more than a decade. The sources said Israel and the United States have relayed messages to Syria to stop Hizbullah attacks along the border. Syria has up to 30,000 troops in Lebanon and controls the Hizbullah. Syria, however, has so far rejected the warnings. Instead, President Bashar Assad has formed new links with Iraq that include military cooperation. The sources said the cooperation could include Iraqi intervention in case of Israeli attacks on Syria. A senior Israeli military source said Iraq is ready to launch missile attacks on the Jewish state to either help Syria or the Palestinians. Justice Breyer, appointed by the Clinton/Gore administration, slipped during questioning and revealed just how Election 2000 has become a bitter battle split down partisan lines -- even inside of the land's highest court! Breyer stunned watchers inside of the courtroom as he grilled Joseph Klock, a lawyer for Republican Secretary of State Katherine Harris. Justice Breyer framed the debated by stating: Whether we win, whether your side wins. "And now the secretary has certified a winner," Justice Breyer declared. The Justice's view that he is on the opposing side of Secretary Harris, who awarded George Bush the state's electoral votes, may be rooted in the fact that Vice President Gore is a personal friend -- who argued vigorously for the selection and conformation of Breyer to the Court. Gore was a driving force during formal meetings held by President Clinton's Supreme Court search team in the Spring of 1994. During the sessions, a list of a dozen prospects were considered to fill retiring Justice Harry Blackmun's seat. In the end, the nomination was given to Breyer, a personal friend of Gore's. On July 8, 1994, Gore said of Breyer: "Just speaking in personal terms, it is a great pleasure to be able to promote the virtue of this particular nomination. It was an extraordinary event hosted by the dean of American Talk Shows personalities, Phil Donahue, and was broadcast live on cable throughout the country. The Palestinian predicament however was highlighted by its omission. Speaker after speaker chastised the Republicans, the Democrats, and "corporate America" for their immoral and sell-out policies. And then Nader himself gave a rousing hour-long address during which he took on just about every injustice and wrong imaginable, clearly playing to the concerns of his considerable following. And yet, even with Intifada II raging, there was no mention of the plight of the Palestinians, no mention of the powerful Israeli/Jewish lobby, no mention of the foreign policy blackout the major parties enforce when it comes to policies Middle Eastern. And very little about the near-genocidal immorality of U.S. policies toward Iraq even though weekly more than a thousand Iraqi children still die because of U.S. policies. Only the very last speaker at the last moment, Harvard Professor Cornell West coming straight from the airport and unbriefed it seemed, even mentioned the Palestinians. Interestingly, the single person quoted the most times during this liberal/progressive extravaganza was not an American, but rather Mahatma Gandhi. His concepts of social justice, political action, and personal responsibility resonated throughout the event. But here too, Gandhi was quoted about many things, but not about his extraordinarily significant views about Jews, Arabs, and "the Palestinian issue" as it was known in his day. And as one reads Gandhi's analysis of the situation in 1938, realizing the great amounts of reparations and compensation that have now been paid to the Jews of that era, it is vital to focus more clearly on our own day, to the 3.5 million Palestinian refugees, and to the urgent need for repatriation, compensation, and reparations to the people of Palestine for what has been done to them. PROPHETIC WORDS FROM MAHATMA GANDHI IN 1938 "Palestine belongs to the Arabs in the same sense that England belongs to the English or France to the French. It is wrong and in-human to impose the Jews on the Arabs... Surely it would be a crime against humanity to reduce the proud Arabs so that Palestine can be restored to the Jews partly or wholly as their national home." Several letters have been received by me asking me to declare my views about the Arab-Jew question in Palestine and the persecution of the Jews in Germany. It is not without hesitation that I venture to offer my views on this very difficult question. My sympathies are all with the Jews. I have known them intimately in South Africa. Some of them became life-long companions. Through these friends I came to learn much of their age-long persecution. They have been the untouchables of Christianity. The parallel between their treatment by Christians and the treatment of untouchables by Hindus is very close. Religious sanction has been invoked in both cases for the justification of the inhuman treatment meted out to them. Apart from the friendships, therefore, there is the more common universal reason for my sympathy for the Jews. But my sympathy does not blind me to the requirements of justice. The cry for the national home for the Jews does not make much appeal to me. The sanction for it is sought in the Bible and the tenacity with which the Jews have hankered after return to Palestine. Why should they not, like other peoples of the earth, make that country their home where they are born and where they earn their livelihood? Palestine belongs to the Arabs in the same sense that England belongs to the English or France to the French. It is wrong and in-human to impose the Jews on the Arabs. What is going on in Palestine today cannot be justified by any moral code of conduct. The mandates have no sanction but that of the last war. Carole Jean Jordan, one of 25 Republican Florida presidential electors, got an e-mail so disturbing she turned it over to Vero Beach police as evidence. "It was ugly, threatening," Miss Jordan said. "It was telling me I would be sorry for this." The Florida election battlefield is spreading into the homes of these Republicans, who are pledged to make official the presidential election of George W. Bush when the Electoral College meets Dec. 18. Three defections among Republican electors could hand Democrat Al Gore the presidency. No wonder these hand-picked party faithful are being beckoned by the other side. Most of the Bush electors attribute the effort to organized Democrats. They have been barraged with letters and phone calls, some demanding, others more restrained. "I have letters, and I have no doubt there is a Gore connection," said Miss Jordan. "I feel it is offensive to think that we would change our minds. This is not about mind changing, this is not a game." Most of Florida's electors are aware that Bob Beckel, who managed Democrat Walter Mondale's presidential campaign in 1984, has publicly boasted, "I'm trying to kidnap these electors in states that [Mr. Bush] won that are not legally bound to him that have a right to vote how they want to." Mr. Beckel, who did not return calls from The Washington Times, has also said that the Gore campaign would be notified if he contacted any electors. The Gore camp has denied any involvement with contacting Bush electors and points out that Mr. Gore has said he would not accept their votes. Marsha Nippert spat out Mr. Beckel's name like that of an avowed enemy. The Florida elector endured a vicious election season as campaign manager for Mr. Bush in Sarasota County, south of Tampa. "I get them all faxes, phone calls, letters," said Mrs. Nippert, who said she came home on election night to find her phone lines cut. "The idea that, as they say, I'm not being patriotic because I'm not willing to switch well, I find that very offensive." Each state is entitled to a number of electors equal to the number of members of Congress and senators from the state. These electors are nominated by the party and take an oath to vote for the candidate on whose behalf they are nominated. It is not clear whether there is any state penalty for turncoat electors, although those being contacted are told that Florida is a state with no penalty for such switches. No elector has ever been prosecuted for failing to vote as pledged, which could mean that the only consequence would be a guilty conscience. Democrats must think Bush elector Berta Moralejo is a potential swing vote. Her phone rings incessantly, she said up to 25 calls on some days. Letters beseeching her to consider Mr. Gore started pouring in a little over two weeks ago. "They always try to tell me that they aren't for either candidate and then tell me that I should vote for the other party," said Miss Moralejo, a Tampa resident. "They don't talk about anything substantial. They say that they are independent, but they all want me to vote for Al Gore. There's no way," says Miss Moralejo, a staunch Republican who fled communist Cuba in 1962 and who worked on Gov. Jeb Bush's 1998 campaign. Florida electors are chosen by the state committee of the political party. Some, such as Florida House Speaker Tom Feeney, are elected officials. Others are party faithful who have worked on campaigns over the years. Nineteen of Florida's 25 Bush electors gave a combined total of $250,000 to Mr. Bush's campaign. The names, addresses and phone numbers of the Florida electors and those from several other states were posted on the Internet, drawing attention to what one elector called "a very fleeting 15 minutes" of fame. But Charles Kane, a retired attorney in Stuart, said the publicity has also resulted in a number of unwanted encounters. Justice Breyer, appointed by the Clinton/Gore administration, slipped during questioning and revealed just how Election 2000 has become a bitter battle split down partisan lines -- even inside of the land's highest court! Breyer stunned watchers inside of the courtroom as he grilled Joseph Klock, a lawyer for Republican Secretary of State Katherine Harris. Justice Breyer framed the debate by stating: Whether we win, whether your side wins. "And now the secretary has certified a winner," Justice Breyer declared. You might be interested to know that Cheese Whiz is an acceptable meat substitute. Look . don't go making irate phone calls to the Oak Meadow school. This standard applies to ALL schools. They're just enforcing it. Can you believe it? The Imperial Federal Government of the United States is now using its agents in our government and private schools to peer into those lunches you prepare for your children to see if you've done it right --- right according to government bureaucrats. The Founding Fathers' goal was to surrender very little power, maintaining personal freedom by retaining the rest. Again, all too true. Over the years, however, there has been a constant trend toward abolishing state powers and infringing upon individual freedom. I would have said it more like: "Over the years, however, there has been a constant plot toward abolishing any and all real power that the states have and eminimating any of the enumerated rights of the people." Reduction in state power has come in several ways. Most prominently it has come through the unchallenged assumption of power by Washington, made possible in large part by the federal income tax, which provides Washington the money to bribe states and individuals with political promises. Even where this assumption has been challanged, those challanges have been over-ridden. Sadly, dangerously, our democratic republic has seen and is seeing a trend toward the abolition of the importance of our states in protecting individual freedom. ...and the states have done an equally excellent job in decreasing the rights of the people. With the 10th Amendment flagrantly being violated by usurpation of power by Washington, with the 16th Amendment giving Washington the power to buy our votes and make states and people dependent, with the 17th Amendment making senators less representative of the states and seekers of popular votes paid for by federal taxes, and with some people seeking to abolish the states' power in the Electoral College, it should be easy to detect the destructive trend. 10th Ammendment (for those without it handy) "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." This is the last of what are called "The Bill of Rights" initially passed when this country was founded. Like most of the other "Original Rights", this one no longer has any meaning in our lives. Those rights, so precious to our founders that they included them in this fundamental document, have proven to be so troublesome to government that they have been "interpreted, devined, and modified" into oblivion. There's much more, of course: Presidents issue dictatorial executive orders. Congress creates unrestricted dictatorial bureaus. Judges usurp power to rule by decree where the Constitution and Congress do not speak. All of these are symptoms of the dilution of government "of the people, by the people and for the people." And since this comes "little step by little step," and without some previously effective checks and balances, many Americans are not really aware of what is happening. Yes, most Americans are "fat, dumb and happy". Like the camel who pleads with the driver: "...Please, Sir, it is so cold out here. Just let me put my head in the tent.", there has been a steady erosion of the rights of the people by both the feds and the states. Of the two, the federal encroachment is the most damaging, and the hardest to come to grips with. IMHO we are at the point where the only remedy is another 'Boston Tea Party' type action, a new Declaration of Independence, and a fresh Revolution; then put the Constitution of the UNITED STATES (including the Bill of RIghts) back in place and start over from that point. The point where we went irrevocably wrong was taking a phrase "...we are a Nation of Laws, not of men" out of the original context and meaning. That has led us to the concept that the mere making of a LAW, RULE, or REGULATION supercedes the will of the people (be carefull here, I do not mean that I am in favor of any form of "tyranny of the majority"). "It is better to prevent crimes than to punish them. The coming episode is called "Surviving Sexual Abuse: It is Too Late for Justice?'' McGonigle, who consults on cases pertaining to sexual assault, child sexual abuse, memory and hypnosis, was one of six panelists who spoke on the topic. Two of the panelists were victims of child sexual abuse; one was from Massachusetts and another from Iowa. McGonigle said she fielded about four questions and will probably only be heard for a few minutes during the show, which was taped in New York City. One question she was asked was what victims can do when they realize the statute of limitations has run out for prosecution of their abusers. Viewers will learn that there is not much they can do. McGonigle said in an interview after the show was taped that she is in favor of extending the criminal statute of limitations in Connecticut to parallel the civil statute of limitations, which allows minor victims to file lawsuits until the age of 35. "I do not believe that this will open any sort of flood gate of prosecutions,'' McGonigle, 39, said. McGonigle's law practice includes the representation of survivors of sexual assault. Currently, in Connecticut, a person can be prosecuted for sexual abuse of a minor within two years from the date the victim reaches 18 years old or within five years from the date the victim notifies a police officer, or prosecutor, whichever comes earlier. "Due to the delays in reporting and the existence of partial or full amnesia for traumatic experiences, there is a need to extend the criminal statute of limitations for prosecuting the crimes of incest and child sexual abuse,'' she said. Many child victims are threatened by their abusers and fail to report incest and sexual abuse promptly, said McGonigle, a member of the National Crime Victim Bar Association. When it comes to the race for the White House, there was a sense of defeat. Hilltop Baptist's pastor, Griffen Davis, said amid heavily Democratic Riviera Beach's highest turnout ever, about 15 percent of votes were disqualified. "I'm hurt, I'm disgusted. I'm frustrated," he said. "This is democracy at its worst, OK?" African-American turnout in Florida was 65 percent higher in 2000 than in the 1996 presidential race. But statewide, as many as 20 percent of their ballots may not have been counted. In Little Riviera Beach, about 1,000 votes weren't counted after ballot cards were ruled invalid, either for being punched too often or not distinctly enough. Voter Jerry Williams said though he studied a sample ballot sent to him in the mail, he remained frustrated by Palm Beach County's butterfly ballot and by voting equipment that didn't work -- in particular, the stylus used to mark the punch-card ballots. "A lot of them were bent so that you couldn't get it all the way down through there," Williams said. Failed ballots are not unique to African-American precincts in Florida, of course. Republicans point out at least four other states -- Idaho, Illinois, Georgia, and Wyoming -- that had higher rates of spoiled ballots than Florida. But in Florida, every single vote mattered, and the high rate of disqualified ballots could spur even greater turnout in majority-black precincts in future elections. Hares, Israel - 28 November: The Palestinian villagers heard the power saws at midnight, racketing up the stony terraces to the hill-perched village of Hares. It is where Joshua, the Hebrew conqueror of Canaan in the Old Testament, is buried in ancient Samaria, on the modern West Bank, the "Timnath Heres" of Joshua 33:29. When Ali Abed Daoud Jaber, 76, awoke the next morning, he found he was ruined. More than 400 olive trees were cut down by the Israeli army along the highway leading to three Jewish settlements. At least 110 were his. His entire olive orchard lay felled on the stone-strewn ground. "Where is God?" the old man screamed, gesturing with his cane as villagers tried to calm him. "They cut down trees my grandfather tended! Trees hundreds of years old! I depend on my trees completely.. . . What will I eat now? What will I drink?" "He is become without a brain since he saw this," said Nasfat Khufash, who belongs to a rural development committee in the vicinity. "He was sitting in the middle of the road, crying, this morning." The twisted trunks of the massacred trees rose as branchless spikes from the loamy brown earth. One, about 8 inches in diameter, revealed more than 70 growth rings when the sawdust was brushed off its surface. Lopped olive branches lay in heaps, their feathery silver-green leaves rustling in the breeze, beneath a sky as blue as a gas flame. The destroyed trees lent an air of Old Testament wrath to the 2- month-old struggle between Israelis and Palestinians. So far, more than 280 have been killed, all but 35 of them Palestinians. Even olive trees have become targets in the cycle of provocation and reprisal. Some 4,495 olive trees had been cut down as of Nov. 9, according to figures kept by the Palestinian National Authority's Ministry of Environmental Affairs. Hares is in the West Bank, which was captured by Israel in the 1967 Middle East war. Israel has established more than 150 Jewish settlements in the occupied territory. The village has been roadblocked by the Israeli army, preventing people from taking olives to market or to oil presses outside the village, Khufash said. Losses from destroyed, rotted or unpicked crops in Palestinian areas amount to $ 120 million this year, according to the Palestinian Economic Council for Development and Reconstruction. Jewish settlers driving past the felled trees yelled insults at foreign reporters. "What are you doing here, you rubbish?" one shouted. "Take pictures! Take pictures!" called another, sarcastically. Interviewed later, the settlers complained angrily that Hares village children were throwing stones at their cars as they passed by, using the olive groves for cover. One settler showed a deep dent on his van just above the windshield. Another came over, cursing, and tried to kick in the car window of the reporters' vehicle, just for talking to the aggrieved Palestinians. But the villagers were angry, too. They said the army's response was a devastating blow, out of proportion to the situation and punishing adults for the actions of children. They took reporters to a site 100 yards from the highway, where 20 trees had been cut down, seemingly too far from the road to serve any security purpose. An olive tree in these parts is like an interest-bearing bank account, yielding up to 35 pounds of fruit year after year. Olive harvesting is a time- honored family ritual. The velvety-purple fruit is knocked off branches with sticks, or plucked from ladders onto underlying tarpaulins by stroking each leafy branch gently. One farmer, Abdullah Hamed Suleiman, 62, who lost 71 trees to Israeli chain saws Thursday, said the destroyed trees represented $ 4,000 a year in income, from olive oil he sells to Jordan. "For us Palestinians, an olive tree is exactly like a son," Khufash said. "It is not a matter of money. You do not sell your son for money." -Caveat Lector- December 04, 2000 THE SCENE For the Gore Team, a Moment of High Drama By DAVID BARSTOW and DEXTER FILKINS TALLAHASSEE, Fla., Dec. 3 The Gore legal team, downcast after a day and a half of rough sledding before Judge N. Sanders Sauls, jubilantly called it the "Perry Mason moment" that delicious, inevitable turning point when Mr. Mason's faithful secretary, Della Street, slips into the courtroom with newly discovered evidence that lets him spring a coup de grâce that reduces the witness to tears and confession. As lawyers everywhere like to remind prospective jurors, such moments are unheard of in real trials. But this morning, in the middle of the legal Olympics that may decide the winner of the White House, a junior Gore lawyer rushed into the courtroom with freshly unearthed documents that Vice President Al Gore's lawyers now proclaim as a gift from heaven. The dramatic moment came during testimony by John Ahmann, an expert produced by Gov. George W. Bush's lawyers to vouch for the reliability of the Votomatic, the voting device used in Miami-Dade and Palm Beach Counties. Mr. Ahmann calmly recited his background as the man who helped develop the Votomatic for IBM, along the way making dozens of improvements that earned him 11 patents. With the help of computer graphics, Mr. Ahmann methodically set about knocking down theories advanced by the Gore team to explain how the Votomatic could have produced thousands of paper ballots unreadable to counting machines. Mr. Gore's lawyers have argued, for example, that the Votomatics failed because they were choked by mounds of chads, the tiny pieces of paper that are punched out of the ballots. Nonsense, said Mr. Ahmann, noting that each Votomatic can hold 1.5 million chads and function fine. It was then, however, that Stephen Zack, the Gore lawyer who was preparing to cross-examine Mr. Ahmann, read the document that had been rushed to him: a patent application Mr. Ahmann had submitted two decades ago for an improved version of the Votomatic. The application listed an array of problems with the existing Votomatic, many of them similar to the flaws being argued by the Gore lawyers. Mr. Ahmann's application said the Votomatics regularly experienced malfunctions that could trip up counting machines. "The surface of the punchboard has become so clogged with chips as to prevent a clean punching operation," Mr. Ahmann wrote in his application. "Incompletely punched cards can cause serious errors to occur in data-processing operations utilizing such cards." Confronted with his old application, Mr. Ahmann before long was agreeing that in close elections, a manual recount is not a bad idea. The effect of his testimony was written plain in the strained facial expressions of the Bush legal team and in what Mr. Zack did when Mr. Ahmann left the stand. He shook Mr. Ahmann's hand. Doug Hattaway, Mr. Gore's principal spokesman here, rushed Mr. Zack in front of reporters to gloat about their victory. Mr. Zack, a Perry Mason fan, quickly paid homage to the spirit of Ms. Street. Soon after, Mr. Gore's aides were distributing transcripts of Mr. Ahmann's testimony under the headline "Ahmann admits hand recount would be necessary." "This was huge," said Kendall Coffey, a member of Mr. Gore's legal team. "A witness called by the Republicans conceded that in close races, ballots ought to be hand-counted. That's exactly what we've been asking for." Whether it produces a new count of ballots that will eliminate Mr. Bush's 537-vote lead remains to be seen. Judge Sauls is expected to rule on the question of recounts on Monday. But the story of how the document made it into court today is itself worthy of a good "Perry Mason" episode. It began on Friday when Mr. Ahmann mentioned during a pretrial deposition that he had applied for a patent on the stylus used to puncture the ballot cards used in the Votomatic. Jennifer Altman, a member of Mr. Gore's legal team in Miami Beach, had been assigned to research the Votomatic, so she broadened her search to patents. About 7 a.m. today, she found Mr. Ahmann's patent application on the Web site for the United States Patents and Trademark Office. At first, Ms. Altman did not realize the importance of the document, she said in an interview. But as she sat at home this morning, watching Mr. Ahmann's testimony on television, she said she began to believe that much of what he was saying was contradicted by his patent application. With one eye on the television set and the other on her computer screen, Ms. Altman said she realized she was running out of time. "Everything is moving so quickly," Ms. Altman said. Getting it to the courthouse was no simple task. Ms Altman has no fax machine, so she e-mailed the document to a fellow Gore supporter, who printed it and faxed it to the Tallahassee offices of Mitchell Berger, another Gore lawyer. -Caveat Lector- US Canadian Jet Fighters Move To Counter Probes By Russian Bombers 12-1-00 WASHINGTON (AFP) - US and Canadian fighter aircraft moved to forward bases Thursday to counter expected probes of North American air defenses by Russian strategic bombers that have deployed recently to bases in eastern Siberia, US and Canadian military officials said. Five Russian TU-95 Bear bombers have been detected at two Siberian bases in apparent preparation for missions to probe US air defenses around Alaska, the Pentagon said Thursday. "We would anticipate that in the next few days they might fly one or several of these planes up through the Bering Straits and close to Alaska," Pentagon spokesman Kenneth Bacon said. US F-15 Eagles and Canadian CF-18 Hornets were deployed to forward operating locations in Alaska and Canada to counter the Russian move, a spokesman for the North American Aerospace Defense (NORAD) Command at Peterson Air Force Base in Colorado told AFP. Also being moved up were AWACS radar surveillance aircraft and air refueling tankers, said Major Jamie Robertson, the NORAD spokesman. "The fighters are in place, and some of the tankers and air surveillance aircraft are moving up," said Robertson, a Canadian. He said it was the first time in over a year that US and Canadian fighters have moved to forward locations in response to Russian moves. "In terms of having to deploy in response to long range Russian aviation activity, that something that's fairly rare these days," he said. "I think '93 was the last time we had an intercept of a Russian aircraft approaching North America. But it was fairly common during the Cold War," he said. The US and Canadian response to the Bears comes in the wake of Russian boasts earlier this month that its warplanes buzzed the aircraft carrier USS Kitty Hawk in the Sea of Japan on October 17 and November 9. The Russian SU-24 reconnaissance planes and SU-27 interceptors flew close enough to the USS Kitty Hawk in the Sea of Japan to take photographs of the carrier, Russian air force chief General Anatoly Kornukov told the Interfax news agency that the aircraft's approach came as "an absolute surprise" to the Kitty Hawk, which didn't raise their fighters into the air until the second flight. Bacon said there "may have been a slight delay" in the scrambling of interceptors in the first incident. The Kitty Hawk was refueling at the time and not going fast enough to launch its planes, he said. "So they had to wait in order for the carrier to accelerate before they could launch the planes. The second time the planes were launched at the appropriate time," he said. But he said the approach of the Russian planes was detected by radar well in advance in both cases, and that they were followed by US fighters. "In neither case did the Navy feel that its operations had been compromised in any way. In neither case did it feel that any protest was warranted, and, therefore, no protest was made to the Russians," Bacon said. Russian bombers have probed US or NATO air defenses at least three times over the past year, most recently in March when they approached Alaskan air space only to turn away before reaching a 200 mile-buffer zone around North America, officials said. "The last actual time we deployed fighters was in September '99 when there was a Russian Bear bomber that approached the US North America Air Defense Identification Zone," said Robertson. "Once we sent fighters up, the aircraft turned back." In June, 1999, US fighters at Keflavik Air Base in Iceland scrambled to turn away two Bears. That incident attracted attention because it came at a time of tension with Russia over the NATO air war in Kosovo, and the eastward expansion of the Atlantic alliance. "We regard the Cold War as being over," Bacon said. "And although we clearly monitor ships and airplanes, as I think my presentation proves -- we've monitored the movement of these Bears -- we keep an eye on what the Russians are up to. The clues are among the entourage, either packing for Washington or else already here, planning the next four years while Bush bides his time - relaxing, apparently - at his ranch. 'The old man's network,' says Bush's cousin, John Ellis, 'is probably 50,000 people, and I think they were looking for some kind of vindication. I don't think you can possibly overrate the hatred of Bill Clinton in the Republican Party'. The old guard falls into two categories. The privy council of the last Bush administration is led by Dick Cheney, getting down to the unfinished business of 1992 while 'Dubya' is out of town. It includes General Colin Powell, former Secretary of State James Baker, Pentagon official Paul Wolfowitz and National Security aide Condoleeza Rice. From his father's domestic team, Bush has former Federal Reserve appointee Lawrence Summers, and faithful soldier Andrew Card to be his Chief of Staff - of whom one aide said: 'At least he's not a Texan.' Then there is the overlapping circle of investors and corporate barons made rich by Bush's father, collected into the Carlyle Group, a cabalistic, Washington-based merchant bank chaired by Ronald Reagan's former Pentagon chief, Frank Carlucci. Carlyle is a financial club for Bush Snr's intimate circle and can expect to enjoy political clout in the White House. Bush Snr is one of the bank's paid emissaries. Among the partners are his economic adviser Richard Darman and Dubya's front man in Florida, James Baker (Bush Jnr has his own connections with Carlyle). From this ancien régime comes talk of bipartisanship, conciliatory gestures to a riven nation and Congress, and even recruitment of pro-Bush Democrats into the Cabinet. But behind the figureheads are other faces - the hardline Texan managers of the most disciplined and lavishly funded political campaign in recent history. And behind them are the real power brokers, hands to guide the White House from within the world of business and industry with whom Bush has worked for years, who wield awesome power in American society and owe no debt to compromise. A document circulated to Home Office officials and obtained by The Observer reveals that MI5, MI6 and the police are demanding new legislation to log every phone call made in this country and store the information for seven years at a vast government-run 'data warehouse', a super computer that will hold the information. The secret moves, which will cost millions of pounds, were last night condemned by politicians and campaigners as a sinister expansion of 'Big Brother' state powers and a fundamental attack on the public's right to privacy. Last night, the Home Office admitted that it was giving the plans serious consideration. Lord Cope, the Conservative peer and a leading expert on privacy issues, said: 'We are sympathetic to the need for greater powers to fight modern types of crime. But vast banks of information on every member of the public can quickly slip into the world of Big Brother. I will be asking serious questions about this.' Maurice Frankel, a leading campaigner on per sonal data issues, called the powers 'sweeping' and a cause for worry. The document, which is classified 'restricted', says new laws are needed to allow the intelligence services, Customs and Excise and the police access to telephone and computer records of every member of the public. It suggests that the Home Office is sympathetic to the new powers, which would be used to tackle the growing problems of cybercrime, the use of computers by paedophiles to run child pornography rings, as well as terrorism and international drug trafficking. Every telephone call made and received by a member of the public, all emails sent and received and every web page looked at would be recorded. Calls made on mobile phones can already be pinpointed geographically, as can those made from land lines. The police would be able to use 'trawling' computer techniques to look through millions of telephone and email records. Campaigners say innocent people could have such highly personal information accessed. The document admits the moves are controversial and could clash with the Human Rights Act, which gives people a right to privacy, European Union law and the Data Protection Act, which protects the public against official intrusion into private lives. The office of the Data Protection Commissioner, Elizabeth France, has already expressed 'grave concerns' . 'A clear legislative framework needs to be agreed as a matter of urgency,' says the document, which is dated 10 August and is thought to have been sent to Home Office Minister Charles Clarke. 'Why should data be retained? In the interests of justice, to preserve and protect data for use as evidence to establish proof of innocence or guilt. For intelligence and evidence gathering purposes, to maintain the effectiveness of UK law enforcement, intelligence and security agencies to protect society.' The document is written by Roger Gaspar, the deputy director-general of the National Criminal Intelligence Service, the Government agency that oversees criminal intelligence in the United Kingdom. Gaspar, as head of intelligence for NCIS, is one of the most powerful and influential men in the field. The report says it is written 'on behalf of Acpo [the Association of Chief Police Officers], HM Customs and Excise, security service, secret intelligence service and GCHQ [the Government's secret listening centre based at Cheltenham]'. Gaspar argues telephone companies should be ordered to retain all records of phone calls and internet access. At the moment many telephone and internet service providers keep data for as little as 24 hours. 'In the interests of verifying the accuracy of data specifically provided for either intelligence or evidential purposes, CSPs [communication service providers such as telephone or internet companies] should be under an obligation to retain the original data supplied for a period of seven years or for as long as the prosecuting authority directs,' the document says. 'Informal discussions have taken place with the office of the data protection commissioner. Whilst they acknowledge that such communications data may be of value to the work of the agencies and the interests of justice they have grave reservations about longer term data retention.' The document says the new data warehouse would be run along similar lines to the National DNA Database for profiles of known criminals. It would cost about £3 million to set up and £9m a year to run. This is a stretch of land of the utmost geostrategic importance for NATO's expansion to the east. It's a bridge from Serbia to Macedonia, on the Belgrade-Skopje-Thesalonici highway, the land communication artery between Central Europe and the Aegean Sea. And it is a piece of territory which the NATO countries' oil pipeline is planned to transverse, connecting oil terminals on the Black Sea, in Bulgaria, and on the Adriatic Sea, in Albania. In addition, this region has several mineral-rich mines and is a center for textile, tobacco, furniture and other industrial complexes, in addition to having world acclaimed hot and cold water spas and several facilities which bottle the sizzling mineral waters. The rich soil in the Morava River Valley lends itself to corn, wheat, vegetable and cattle farming, providing a living for about half a million people. By seizing control of this pocket, the US/NATO would: 1. Cut Serbia off from Macedonia and Greece and deprive Serbia of a considerable income and a strategic territory; 2. Gain control of the North-South passageway, stretching from Central Europe to the Aegean Sea; 3. Gain control of the route planned for the future oil pipeline to the Adriatic; 4. Connect occupied Serbian Kosovo and Metohija with occupied Bulgaria on the East and with quisling-controlled Montenegro on the West, thus securing full control of the Balkans' southern flank, between the Adriatic and the Black Sea. 5. Get hold of this rich valley, the better to plunder its natural and industrial resources, another colonial acquisition of Yugoslav land. Another anguish for the people. KLA Attack Dogs Assault PreshevoValley On Nov. 22 I arrived in Bujanovac, a small city in the Preshevo Valley, about 10 miles south from the city of Vranje in Southern Serbia. That day, the KLA bands intensified their attacks on Serbian police forces. [The KLA is the terrorist secessionist group, the Kosovo Liberation Army] This latest attack had begun the day before I arrived, but one should remember that KLA raids on this valley actually started exactly on the day US troops arrived and took control of the Eastern Sector of Kosovo and Metohija, bordering the Preshevo Valley. The battle raged about two miles from Bujanovac, in the hills, where Serb police forces, armed only with rifles, repulsed attacks by KLA battalions, heavily armed and supported by mortar and artillery fire. In the afternoon of the previous day, the KLA raiders were also backed by heavy artillery, apparently coming from US troop positions to the west. Residents could see a canopy of US helicopter gunships hovering in the sky, protecting the KLA raiders from the use of appropriate weapons by the Serbian defenders. NATO Secretary Robertson had warned the Serbs that if they used heavy guns in their defense against these secessionist storm troopers NATO troops would retaliate!. These gunships also provided intelligence to the KLA attackers, guiding them in action. One American military officer was recently reported killed, "in East Kosovo, in the line of daily duty", or so said the NATO official dispatch. East Kosovo is a euphemism, of course, since the only area in which there is combat is the Preshevo Valley. The 13 wounded Serb police officers suffered mortar and artillery shell injuries, as did the four who were killed. Three missing Serbian officers were returned in body bags by the US military. Their bodies had been tortured and badly disfigured - the handiwork of the US junior war buddies, the KLA. The torture of these men was not mentioned in the Yugoslav press, which is now entirely controlled by the DOS government; hints of truth leak out because of feuds between the various DOS factions. I learned of the Serbian officers' tragic fate from medical personnel who had viewed the bodies. The DOS papers also forgot to mention the obvious fact that the U.S. is spearheading the attacks in Preshevo Valley. The KLA, is, as usual, providing window dressing, sadism and cannon fodder for their Pentagon groomers. These KLA raids on Serbian territory, five miles beyond the militarized zone of three miles along the Kosovo and Metohija border with Serbia proper, and the evident US military involvement in these actions, speak volumes concerning the US/NATO true agenda in the region, as I mentioned above. The current Serb authorities gave the fascist-terrorists 72 hours to retreat; the U.S. objected, and the authorities immediately extended the time period.

Today Farah ran a series of articles spreadind the Israeli lie that the boy ws shot by Palestinian gunemn, not Israelis, even though the shooting of the boy by Israelis was caught on videotape, and all the witnesses at the sene testify that the boy was shot by IDF soldiers. Israeli snipers have admitted they've been instructed to butcher children as young as 12. But WorldNetDaily feels the need to perpetarate the myth of the bloodthirsty Arab, and so reports that Palestinians deliberately shot the boy to create a martyr. The city that has for eight years filled its cappuccino bars with the staff of a reforming presidency is bracing itself for change: an influx of Texan Stetsons and Cuban heels - and a politics stamped with a familiar brand name, the Bush family. 'It will be,' says one senior White House aide, 'the restoration of the aristocracy, motivated by revenge and greed.' The Bush Transition Office has just opened across the River Potomac from the leafy, liberal streets of Georgetown in McClean, Virginia, where heavy-hitting lobbies of the conservative Right fill the phone directory. From here, where workers are rewiring to make way for more phone lines, Bush's presidency-in-waiting will take shape, even though the election result remains contested. The question the capital is asking is the one posed by White House communications director Sidney Blumenthal on Friday: 'If Bush wins, who is the President?' That is a question more and more Americans are raising as Bush's grip on the White House strengthens by the day. Just what does 'Dubya' stand for? The answer seems to be: not much. The more you look at Bush the less you see. For every clue as to what kind of President he would make, there is a question; for every pattern, a glitch. The clues are among the entourage, either packing for Washington or else already here, planning the next four years while Bush bides his time - relaxing, apparently - at his ranch. If there was ever a President defined by his donors and patrons, it is Bush. Like a player in a baroque allegorical drama, he is not really a person, more a personification of interests. They come from three overlapping spheres of influence: his father's ancient regime , the clique of political operatives with which 'Dubya' has governed the nation's second biggest state, and - most formidably - business interests behind the Republican Party that have waited eight long Clinton years for this moment. For all of them, another Bush administration is payback time. A network controlled by George Bush Sr first opened the floodgates for the funds that bought 'W' the election. 'The old man's network,' says Bush's cousin, John Ellis, 'is probably 50,000 people, and I think they were looking for some kind of vindication. I don't think you can possibly overrate the hatred of Bill Clinton in the Republican Party'. The old guard falls into two categories. The privy council of the last Bush administration is led by Dick Cheney, getting down to the unfinished business of 1992 while 'Dubya' is out of town. It includes General Colin Powell, former Secretary of State James Baker, Pentagon official Paul Wolfowitz and National Security aide Condoleeza Rice. From his father's domestic team, Bush has former Federal Reserve appointee Lawrence Summers, and faithful soldier Andrew Card to be his Chief of Staff - of whom one aide said: 'At least he's not a Texan.' Then there is the overlapping circle of investors and corporate barons made rich by Bush's father, collected into the Carlyle Group, a cabalistic, Washington-based merchant bank chaired by Ronald Reagan's former Pentagon chief, Frank Carlucci. Carlyle is a financial club for Bush Snr's intimate circle and can expect to enjoy political clout in the White House. Bush Snr is one of the bank's paid emissaries. Among the partners are his economic adviser Richard Darman and Dubya's front man in Florida, James Baker (Bush Jnr has his own connections with Carlyle). From this ancien rÈÈgime comes talk of bipartisanship, conciliatory gestures to a riven nation and Congress, and even recruitment of pro-Bush Democrats into the Cabinet. But behind the figureheads are other faces - the hardline Texan managers of the most disciplined and lavishly funded political campaign in recent history. And behind them are the real power brokers, hands to guide the White House from within the world of business and industry with whom Bush has worked for years, who wield awesome power in American society and owe no debt to compromise. In the capital, the point man works both on stage and behind the scenes. Sobel In 1917, German scientist Paul Trendelenburg huddled over a test tube in his three-story laboratory, prodding a small section of tissue submerged in the body's natural juices. Forced to stay home from the war because of tuberculosis, this budding pharmacologist poured his energies into designing the experiment that would prove what his scientific forefathers had suspected for years. Embedded within the wall of the gut, he would show, was a self-contained, self-regulating nervous system that could function on its own, without the help of the brain or the spinal cord. The gut, in short, had a mind of its own. For reasons that still mystify researchers today, the stunning results of this experiment went into hibernation for nearly half a century and are only now receiving fresh validation. Indeed, no one in medicine paid attention again until a fledgling neurobiologist began touting its clinical value in 1965. "The idea that the gut can be operating its own nervous system was shocking," recalls Michael Gershon, now chair of the department of anatomy and cell biology at Columbia University and author of The Second Brain, a 1998 account of the acceptance of this scientific idea. Since the 1980s, Gershon's colleagues have zealously embraced the notion of "the little brain in the gut," as it's affectionately known. -Caveat Lector- I recently received a form letter from James Sanders, as I presume, thousands of other people did who purchased his book âAltered Evidence.â He says that CBSâs California affiliate had been sent a videotape of Jamesâ lecture at the Granada Forum in LA, Sept 7, 1999. They aired three 8-minute segments on the evening news. I do not know the date it was aired. James writes, âAnother man, a retired industrialist who started a company in an old, rundown barn in 1946, and then went on to build one of Americaâs major corporations before retiring in 1980, received copies of the above videotape. He picked up the phone and asked my permission to contact one of the most powerful congressman in Washington, DC.â Sanders goes onto say that the congressman requested further information and was sent 14 pounds of documentation. He has asked to remain anonymous at this time. Sanders also says that Marge Gross (possibly other families as well), whose brother died in TWA 800, is meeting with Chris Farrell of Judicial Watch regarding representation in a lawsuit against the government for wrongful death. Sanders writes, âLast spring, Liz and I hired two attorneys to file a civil suit on our behalf against the United States government and several named agents of the government. It was hanging high in the sky just to the west of Angelides. Flight 800 was about nine miles to his southeast. Florida's flawed "voter-cleansing" program Secretary of State Katherine Harris hired a firm to vet the rolls for felons, but that may have wrongly kept thousands, particularly blacks, from casting ballots. - - - - - - - - - - - - By Gregory Palast Dec. 4, 2000 | If Vice President Al Gore is wondering where his Florida votes went, rather than sift through a pile of chad, he might want to look at a "scrub list" of 173,000 names knocked off the Florida voter registry by a division of the office of Florida Secretary of State Katherine Harris. A close examination suggests thousands of voters may have lost their right to vote based on a flaw-ridden list of purported "felons" provided by a private firm with tight Republican ties. Early in the year, the company, ChoicePoint, gave Florida officials a list with the names of 8,000 ex-felons to "scrub" from their list of voters. But it turns out none on the list were guilty of felonies, only misdemeanors. The company acknowledged the error, and blamed it on the original source of the list -- the state of Texas. Florida officials moved to put those falsely accused by Texas back on voter rolls before the election. Nevertheless, the large number of errors uncovered in individual counties suggests that thousands of eligible voters may have been turned away at the polls. Florida is the only state that pays a private company that promises to "cleanse" voter rolls. Secretary of State Harris approved in 1998 the $4 million contract with DBT Online, since merged into ChoicePoint, of Atlanta. The creation of the scrub list, called the central voter file, was mandated by a 1998 state voter fraud law, which followed a tumultuous year that saw Miami's mayor removed after voter fraud in the election, with dead people discovered to have cast ballots. The voter fraud law required all 67 counties to purge voter registries of duplicate registrations, deceased voters and felons, many of whom, but not all, are barred from voting in Florida. In the process, however, the list invariably targets a minority population in Florida, where 31 percent of all black men cannot vote because of a ban on felons. In compiling a list by looking at felons from other states, Florida could, in the process, single out citizens who committed felons in other states but, after serving their time or successfully petitioning the courts, had their voting rights returned to them. According to Florida law, felons can vote once their voting rights have been reinstated. And if this unfairly singled out minorities, it unfairly handicapped Gore: In Florida, 93 percent of African Americans voted for the vice president. In the 10 counties contacted by Salon, use of the central voter file seemed to vary wildly. Some found the list too unreliable and didn't use it at all. But most counties appear to have used the file as a resource to purge names from their voter rolls, with some counties making little -- or no -- effort at all to alert the "purged" voters. Counties that did their best to vet the file discovered a high level of errors, with as many as 15 percent of names incorrectly identified as felons. News coverage has focused on some maverick Florida counties that decided not to use the central voter file, essentially breaking the law and possibly letting some ineligible felons vote. On Friday, the Miami Herald reported that after researching voter records in 12 Florida counties -- but primarily in Palm Beach and Duval counties, which didn't use the file -- it found that more than 445 felons had apparently cast ballots in the presidential election. But Palm Beach and Duval weren't the only counties to dump the list after questioning its accuracy. Madison County's elections supervisor, Linda Howell, had a peculiarly personal reason for distrusting the central voter file: She had received a letter saying that since she had committed a felony, she would not be allowed to vote. Howell, who said she has never committed a felony, said the letter she received in March shook her faith in the process. "It really is a mess," she said. "I was very upset," Howell said. "I know I'm not a felon." Though the mistake did get corrected and law enforcement officials were quite apologetic, Howell decided not to use the state list anymore because its "information is so flawed." She's unsure of the number of warning letters that were sent out to county residents when she first received the list in 1999, but she recalls that there were many problems. "One day we would send a letter to have someone taken off the rolls, and the next day, we would send one to put them back on again," Howell said. "It makes you look like you must be a dummy." Dixie and Washington counties also refused to use the scrub lists. Starlet Cannon, Dixie's deputy assistant supervisor of elections, said, "I'm scared to work with it because of lot of the information they have on there is not accurate." There is huge support within the university for his appointment which would be a major international coup. The move would receive enthusiastic endorsement from Tony Blair while Mr Clinton himself, who leaves the White House next month, has fond memories of his Oxford student days in the sixties and would welcome the global prestige. Supporters of Mr Clinton's case say he has impeccable academic credentials and stature to do the job. They add he would "do wonders" for university fund-raising. But before Clinton can don the ceremonial robes and hat of the Chancellor he first has to win the backing of the Convocation, the body which includes graduates who hold Masters of Arts degrees as well as academics. Initially he will need 50 votes from these members and then stand in a full election in which he will have to beat off the traditionally stiff competition. His appointment is backed by several Oxford college heads. One said last night: "It's vital that Oxford maintains its worldwide profile, and nothing could beat having President Clinton as Chancellor. He's never forgotten his time here as a Rhodes scholar and the link-up would make great sense." Another master of a well-known college said: "Oxford needs a figurehead of world stature. President Clinton is already thought to be interested in spending a year here as a visiting professor. "Taking on the extra responsibilities as Chancellor in future would make sense all round." But some Oxford graduates have mixed feelings about the appointment. Olympic Gold medal winner Matthew Pinsent, a fellow at St Catherine's College, was amazed the President was being considered. He said: "I doubt he will have enough academic weight to carry any election. While he has built his name as a politician, I fear that his reputation will prevent him from securing the post." But Emily Mortimer, actress and daughter of Rumpole of the Bailey creator John, said: "President Clinton would be a fantastic choice. He has just run the United States and so being in charge of Oxford University would be well within his capabilities. He is a very charming, intelligent and dynamic man and would be a great asset." A spokesman for Mr Clinton told the Sunday Express: "Obviously, he has strong links to the university and were such a position offered to him, I'm sure he would give it every consideration." It marks the clearest indication yet that an Oxford role is one he would find acceptable, a platform with international prestige. The spokesman went on: "Obviously he is a young, vibrant, global figure and he will remain very active in international affairs." Hank Sheinkopf, a senior Democratic Party analyst and friend of the President, said he was not surprised by the move. But the timing would be crucial. "As long as a job like that didn't interfere with his ability to make money, then he'd probably go for it. My betting is he'll wind up being part of a strategic consulting company. Now if the Oxford position wouldn't interfere with that, why not?" The Chancellorship of Oxford university is a lifetime post, traditionally held by statesmen rather than academics. The current Chancellor, Lord Jenkins, is an enthusiastic supporter of the Clinton idea. -Caveat Lector- Understanding the New World Order by Joshua2 "HE'S GOT THE WHOLE WORLD IN HIS HANDS..." -- The Family That Preys Together by Jack Colhoun GEORGE JR.'S BCCI CONNECTION "This is an incredible deal, unbelievable for this small company," energy analyst Charles Strain told Forbes magazine, describing the oil production sharing agreement the Harken Energy Corporation signed in January 1990 with Bahrain. Under the terms of the deal, Harken was given the exclusive right to explore for gas and oil off the shores of the Gulf island nation. If gas or oil were found in waters near two of the world's largest gas and oil fields, Harken would have exclusive marketing and transportation rights for the energy resources. Truly an "incredible deal" for a company that had never drilled an offshore well. Strain failed to point out, however, the one fact that puts the Harken deal in focus: George Bush, Jr., the eldest son of George and Barbara Bush of 1600 Pennsylvania Avenue, Washington, DC, is a member of Harken's board of directors, a consultant, and a stockholder in the Texas-based company. In light of this connection, the deal makes more sense. The involvement of Junior-George Walker Bush's childhood nickname-with Harken is a walking conflict of interest. His relationship to President Bush, rather than any business acumen, made him a valuable asset for Harken, the Republican Party benefactors, Middle East oil sheikhs and covert operators who played a part in Harken's Bahrain deal. In fact, Junior's track record as an oilman is pretty dismal. He began his career in Midland, Texas, in the mid-1970s when he founded Arbusto Energy, Inc. When oil prices dropped in the early 1980s, Arbusto fell upon hard times. Junior was only rescued from business failure when his company was purchased by Spectrum 7 Energy Corporation, a small oil firm owned by William DeWitt and Mercer Reynolds. As part of the September 1984 deal, Bush became Spectrum 7's president and was given a 13.6 percent share in the company's stock. Oil prices stayed low and within two years, Spectrum 7 was in trouble. In the six months before Spectrum 7 was acquired by Harken in 1986, it had lost $400,000. In the buyout deal, George "Jr." and his partners were given more than $2 million worth of Harken stock for the 180-well operation. Made a director and hired as a "consultant" to Harken, Junior received another $600,000 of Harken stock, and has been paid between $42,000 and $120,000 a year since 1986. Junior's value to Harken soon became apparent when the company needed an infusion of cash in the spring of 1987. Junior and other Harken officials met with Jackson Stephens, head of Stephens, Inc., a large investment bank in Little Rock, Arkansas (Stephens made a $100,000 contribution to the Reagan-Bush campaign in 1980 and gave another $100,000 to the Bush dinner committee in 1990.) In 1987, Stephens made arrangements with Union Bank of Switzerland (UBS) to provide $25 million to Harken in return for a stock interest in Harken. As part of the Stephens-brokered deal, Sheikh Abdullah Bakhsh, a Saudi real estate tycoon and financier, joined Harken's board as a major investor. *5 Stephens, UBS, and Bakhsh each have ties to the scandal-ridden Bank of Credit and Commerce International (BCCI). It was Stephens who suggested in the late 1970s that BCCI purchase what became First American Bankshares in Washington, D.C. BCCI later acquired First American's predecessor, Financial General Bankshares. At the time of the Harken investment, UBS was a joint-venture partner with BCCI in a bank in Geneva, Switzerland. Bakhsh has been an investment partner in Saudi Arabia with Gaith Pharoan, identified by the U.S. Federal Reserve Board as a "front man" for BCCI's secret acquisitions of U.S. banks. Stephens, Inc. played a role in the Harken deal with Bahrain as well. Former Stephens bankers David and Mike Edwards contacted Michael Ameen, the former chief of Mobil Oil's Middle East operations, when Bahrain broke off 1989 talks with Amoco for a gas and oil exploration contract. The Edwardses recommended Harken for the job and urged Ameen to get in touch with Bahrain, which he did. "In the midst of Harken's talks with Bahrain, Ameen- simultaneously working as a State Department consultant-briefed the incoming U.S. ambassador in Bahrain, Charles Hostler," the Wall Street Journal noted, adding that Hostler, a San Diego real estate investor, was a $100,000 contributor to the Republican Party. Hostler claimed he never discussed Harken with the Bahrainis. Harken lacked sufficient financing to explore off the coast of Bahrain so it brought in Bass Enterprises Production Company of Fort Worth, Texas, as a partner. A fortiori, neither is the classical savings function. Suppose, further, that an election is being staged, in which everyone votes for one of two political parties. There is only one issue, and everyone agrees on what it is: passage of legislation that is likely to lead to 100 percent unionization of the labor force. All wage earners agree that the law is desirable. All textile magnates (3 percent of the total voting population) vehemently disagree. What stance do the political parties take? Analysts impressed by the familiar spatial models of party competition will of course reply that the parties must head immediately to the median position at the far right of [the figure below], where virtually all voters are located. | * 97% | * | * | * | * | * %Voters| * | * | * | * | * | * |* 3% * |* * |* * --- 0 100 Desired % Union The investment theory, however, spotlights a detail that leads to a dramatically different expectation: *When money matters importantly to mounting campaigns*, no party can afford to take up the median position that represents the views of the vast majority, if investors disagree. The mere fact that votes are out there does not imply that any party can afford to campaign for them, even if its message is what they would want to hear. In this instance, all parties depend on textiles for funding. The textile industry, of course, will not pay to undermine itself. It thus subsidizes only candidates opposed to passage of the law. (Readers who have been exposed only to the median voter model are often inclined to object: But wouldn't the textile party improve its chances of winning by embracing unionization? The all-but-irresistible tendency to this mistaken inference illustrates perfectly how a bad model can blind social scientists --- and many ordinary people, who intuitively know better --- to the harsh realities of money-driven political systems. (AFPN) -- A 19th Special Operation Squadron sergeant here has been named the inaugural winner of the Air Force Modeling and Simulation Achievement Award. Master Sgt. Kenneth Taylor received the award for developing the Visual Threat Recognition and Avoidance Trainer which provides realistic interactive training for threat avoidance during hostile anti-aircraft engagements. "The primary objective of VTRAT is to provide crewmembers a training solution that improves mission success and survivability by affording (them) the opportunity to practice through repetitive interaction with anti-aircraft threats in a safe environment prior to real-world engagement," said Taylor. "Additionally, we're able to evaluate the student's performance to a 90 percent measurable accuracy level." Taylor, an AC-130 gunship illuminator operator/loadmaster with 18 years of gunship experience, conceived the idea for this trainer as a result of his personal anti-aircraft threat engagement experiences, especially the combat missions during Operation Dessert Storm. The trainer was originally developed to train AC-130 gunship crewmembers, but it can be useful to all Department of Defense aircrews, Taylor said. Upon completion of phase three of the four-phase development process, VTRAT will be incorporated into 62 formal Air Force courses, providing initial qualification, annual refresher training and mission rehearsal simulation for more than 1,000 Air Force Special Operations Command crewmembers. "We didn't have the tools to properly prepare our people to interact with . . . anti-aircraft threats back then," he said. "Our threat avoidance training up to that time consisted of watching old films and listening to other fliers' experiences. This led to dangerous consequences, i.e. crew-members completing their training on the battlefield over real threats, and not in an academic environment. The first time you got shot at was the real deal..." Taylor related his Gulf War combat experiences and how his crew, Spirit 01, had operated over the same environment, that only three hours later, took lives of 14 fellow commandos on Spirit 03. That loss, he said, was his motivation. "It was really hairy over there," Taylor said. "We were accomplishing missions that stretched the envelope of survivability at such low and slow profiles. You learn to focus quickly in environments like that, or you don't get to see another day standing. I have often contemplated why did I survive that environment while others didn't? "I hope that in the eyes of God, the development of VTRAT will provide crewmembers the skills required to return home safely to their family members and will be seen as not squandering my blessings of surviving the threat engagement experiences," he said. "Each of us is responsible for training the next generation of air commandos and it's to what degree of intensity we apply ourselves in this effort that determines the quality of tomorrow's force." Taylor conceptualized this trainer from the ground up, said Maj. Scott Moore, 19th SOS Distributed Missions Operations flight commander. He saw the need, wrote a mission needs statement, briefed requirement review boards, and then got AFSOC and ultimately the Air Force vice chief of staff to approve it. Once that was done he took the idea to the Air Force Research Lab at Brooks Air Force Base, Texas. At AFRL he worked with a group of scientists as well as computer graphics engineers to design the system. "His tenacity and drive to see this thing through saved the Air Force more than $6 million in research costs and cut more than three years off the development time," Moore said. "He was a man on a mission and he wouldn't be side-tracked by technicalities; by taking 'no' for an answer when it's contrary to sound judgment. He's truly one of the quiet professionals." The computerized trainer uses three-dimensional imagery to portray incoming antiaircraft fire. The crewmember then has to make the appropriate defensive decision in order to evade the threat. Because of its network architecture, the program is adaptable to any crew position on an aircraft. "(Taylor is) not doing this for personal gain," said Senior Master Sgt. Garry King, 19th SOS/DMO superintendent. "He's trying to protect current and future fliers by allowing them to learn from his experience in a real-world environments. Four hours after receiving initial training, the crewmember has experienced more than 400 enemy threats and his or her reaction to those threats has been evaluated." There is a growing fear among Republican leaders and the Bush camp that Al Gore, if he fails to wrest the presidency from Bush, may attempt to become vice president. On Saturday, I spoke with Sen. Bob Smith, a Republican of New Hampshire. He confirmed to me that both Democrat and Republican lawmakers are talking about a Bush-Gore presidency. Hereâs how that might happen: If Gore wins one or more of his legal efforts, and the Florida Supreme Court backs up his claims that he won the popular vote in Florida, Gore will claim the presidency. At the same time, the Florida Legislature will select and designate Bushâs set of electors to vote on the Dec. 18 Electoral College date. Two sets of electors for Forida will vie for status in the Electoral College, and the dispute will be resolved by the new Congress, which will be seated on Jan. 5 of next year. There is little doubt that the Republican-controlled House of Representatives will endorse Bush, certify his Florida electors, and end Goreâs quest for the presidency. Then the action turns to the Senate, which has the consitutional duty to select the vice president. As it stands now, the new Senate will be evenly divided, 50-50, between the Republicans and Democrats. With Al Gore as vice president and president of the Senate until Jan. 20, the Senate will technically be controlled by the Democrats. Gore and the Democrats will select the new vice president. Smith says that under existing law, only four people can be chosen by the Senate to be vice president: Bush, Cheney, Gore or Lieberman. But if the Senate Democrats select Lieberman, they will lose control of the Senate. He is currently a sitting Senator from Connecticut. If he leaves the Senate, the Republican governor of Connecticut will chose his replacement. Gore will have a good argument to take the vice presidency for himself. He will also be emboldened by claiming to have won the popular vote nationally, the popular vote in Florida, and the Electoral College. Smith says he does not foresee Goreâs claims accepted by the Bush administration. "Vice President" Gore would not be part of the administration or the Cabinet, but would simply keep his constitutional duty as president of the Senate. Still, "Vice President" Gore would have a valuable platform to prepare for another presidential run in 2004. It is widely believed that if Gore loses to Bush he will be finished politically. However, this novel twist, with Gore assuming the vice presidency, gives him political viability. Far-fetched? Smith doesnât think so and said anything is possible if the Electoral College dispute lands in the hands of Congress. Justice Breyer, appointed by the Clinton/Gore administration, slipped during questioning and revealed just how Election 2000 has become a bitter battle split down partisan lines -- even inside of the land's highest court! Breyer stunned watchers inside of the courtroom as he grilled Joseph Klock, a lawyer for Republican Secretary of State Katherine Harris. Justice Breyer framed the debate by stating: Whether we win, whether your side wins. "And now the secretary has certified a winner," Justice Breyer declared. "And therefore, I guess, whether we win -- whether your side, the side you're supporting wins or loses, it doesn't change that." The Justice's view that he is on the opposing side of Secretary Harris, who awarded George Bush the state's electoral votes, may be rooted in the fact that Vice President Gore is a personal friend -- who argued vigorously for the selection and confirmation of Breyer to the Court. Gore was a driving force during formal meetings held by President Clinton's Supreme Court search team in the Spring of 1994. During the sessions, a list of a dozen prospects were considered to fill retiring Justice Harry Blackmun's seat. In the end, the nomination was given to Breyer, a personal friend of Gore's. And Gore presided over Breyer's swearing-in ceremony. "Justice Breyer has already given much," Gore intoned at the East Room ceremony in August, 1994. "But his greatest challenges lie ahead. The court he joins will no doubt face questions of great difficulty and consequence. We will all need his wisdom to help shape America's future into the next century and beyond." On July 8, 1994, Gore said of Breyer: "Just speaking in personal terms, it is a great pleasure to be able to promote the virtue of this particular nomination. He is a friend and he is obviously an outstanding jurist... the more you know him, the more you come to appreciate what he is really like -- his wife and his family and he, himself, are really wonderful people... BERKE ALLAHASSEE, Fla., Dec. 4 â Several of Vice President Al Gore's legal and political advisers and leading Democrats expressed little hope tonight that the Florida Supreme Court would overturn a Leon County Circuit Court ruling, leaving Mr. Gore with no more options in his quest for the White House. Many of these Democrats said that while they had braced themselves for an adverse ruling from Judge N. Sanders Sauls, the decision was more definitive â and dismissive â than they had imagined. "I'm not overly confident," Edward G. Rendell, the general chairman of the Democratic National Committee, said in an interview. "It would be disingenuous to not say we would be in a better position had we won in the court." Asked about Mr. Gore's prospects, he said: "I don't want to quantify it. Obviously this makes it more difficult, but not impossible." While Mr. Gore's lawyers were described tonight as frantically drafting a legal brief, one member of the team was even more doubtful than Mr. Rendell. "Downhill. Downhill. Downhill," he said of the vice president's case. "We're like an automobile with the brakes that have been disconnected. I'm not saying that this thing couldn't be turned around, but this is not going to be easy, obviously." One of Mr. Gore's top political aides put it this way: "People expected we were going to lose with this judge. But it's one thing to expect something â and another to actually experience it." Many of the Democrats and Gore associates said the developments today were the most crushing yet in a turbulent month since the election. They said today would be a turning point, and no one was willing to predict flatly that Mr. Gore would capture the presidency. Beyond the circuit court ruling here, one Gore lawyer noted that the Supreme Court's more equivocal ruling on a Republican appeal "was not a wipeout" but was a troubling psychological setback because it added to the uncertainty. "The fact that both these decisions were rendered on the same day creates a toxic public relations situation for Gore," he said. Asked for Mr. Gore's options beyond the appeal, he added: "There's no place else to go." Far from the legal papers, an operative for Mr. Gore here in Florida said, "It's the appeal or nothing." William M. Daley, Mr. Gore's campaign chairman, did not dispute that there were no options beyond the appeal. "Obviously, the clock is a problem," he said. Describing a conversation he had with Mr. Gore tonight, Mr. Daley said, "He understands it was a blow, but he also knows that he's got great lawyers." Mr. Daley said he was not particularly worried that prominent Democrats would object to the appeal because, no matter what, the whole morass might be over in days. But just to make sure, top campaign officials said they made rounds of telephone calls on Capitol Hill, and urged the two Democratic leaders, Senator Tom Daschle of South Dakota, and Representative Richard A. Gephardt of Missouri, to hurriedly put out a statement of support. Mr. Gore's running mate, Senator Joseph I. Lieberman of Connecticut, was sent to meet with the caucus of Senate Democrats on Tuesday. Yet while many Democrats issued statements of support tonight, others said in interviews that, realistically, the situation was far from encouraging for Mr. Gore. "If you and I had to bet that the oddsmaker said, `We're going to bet your kids' tuition,' I'd bet Gore loses; he's done," said Senator Joseph R. Biden Jr., a Delaware Democrat. "But I'm telling you, it ain't over until the fat lady sings. And it ain't over until the Florida Supreme Court acts on that appeal." Senator John B. Breaux, a Louisiana Democrat, said of the court ruling here: "It's a negative for Gore obviously â it's a big negative. If the Florida Supreme Court agrees with the lower court, then George Bush will probably be president." But Mr. Breaux said the timeline is so short that Mr. Gore need not worry about Democrats folding. "I don't think he'll feel any more pressure," Mr. Breaux said. "People know there's light at the end of the tunnel. And no one would expect either side to give up after a trial-court decision." Representative David E. Price, a North Carolina Democrat, said he was patient â for a bit longer. "The appeal has already been filed. I think we're bound to go one more round," he said. "I don't doubt that there will be increasing pressure to wrap this up. But what I've perceived in the last several days is a good bit of exasperation among Democrats about the strategy on the other side to simply run out the clock." CONGRESS ACTION: December 3, 2000 = TIME FOR THEM TO GO: During debates in the Constitutional Convention over the Electoral College, James Madison said that election of the President by the Judiciary ". was out of the question." Al Gore lost the election. Yet he persists in his quest to have the Florida Judiciary overturn the certified election results, and appoint him president. Gore is not merely pursuing election to higher office. His talk about "good of the nation" and "will of the people" is simply a cover for his obsession to attain power by means of judicial fiat -- some are calling it a judicial coup d' etat. Some on the radical left are saying that no matter how the United States Supreme Court rules, that ruling will not end Gore's election contest. They have other options that they will pursue. The Gore camp has said that they will never accept the Florida legislature appointing Electors -- Lieberman himself has said that would precipitate a Constitutional crisis. Congressman Jerrold Nadler (who said that republicans exercising their First Amendment rights has a "whiff of fascism") has said that the designation of Electoral College Electors should not be left to an "elitist, undemocratic" body such as Florida's elected legislature, but should be decided instead, apparently, by the (presumably, in Nadler's fantasy world, non-elitist and democratically chosen) Florida Supreme Court. Democrats certainly will oppose the United States Congress certifying Bush's Electors from Florida. And even after the Electors are chosen, there is an effort afoot to induce Electors across the country to change their votes. So no matter what happens, no matter which institution decides this matter, if that decision is against Gore, then neither Gore nor the rest of the democrats will accept it. Think hard about that truly dangerous stance. When there is no legally constituted civil institution in the nation that will be accepted by the democrats as a legitimate final arbiter -- not an elected state legislature, not an elected national legislature, not even the highest court in the land -- what is left to settle this matter with finality? What does it say about the character of a man who is that obsessed with becoming president? Are there no responsible democrats left who will stand up and tell Al Gore that it is time for him to go? Apparently not, because the democrats -- and the increasingly hysterical media -- continue to up the ante, now engaged in a very dangerous game of shouting "illegitimate". Leading the irresponsible democrats is Senator Tom Daschle, who said that no matter what happens, he will continue re-counting ballots into next year, when he will no doubt announce that -- lo and behold! -- he "found" just enough more votes so that Gore should really be the President. If you say "illegitimate" often enough, the risk is that it could become a self-fulfilling prophesy. If President Bush's legitimacy is later doubted by our enemies around the world, it will be because democrats like Daschle shouted "illegitimate" too often. But does anyone really think that Gore would be seen as legitimate -- by anyone -- if he succeeds in having a court overturn the certified results of an election and install him in the White House? It's time for him to go. RECOUNT CHARADE: The democrat mantra that they just want all votes to count is a red herring. All of the valid votes have already been counted, several times -- except, of course, for those overseas military votes that the democrats excluded from the count. Democrats who are claiming that ten thousand-plus ballots "were never counted" are, quite simply, lying. Those ballots indeed were counted, twice, by machine. To say that they were not counted is to say that the majority of votes in the entire state of Florida "were never counted" because they, too, were counted by machine. Gore's problem is that when they were counted, they registered votes for other offices but no votes for president. These are the so-called "undervoted" ballots. So on the basis of assuming to know what the voters really intended, Gore wants someone to hand recount those ballots and simply assign those votes to him. Anyone who thinks that the hand re-counted ballots are in any way legitimate (either those previously done over the past weeks, or those ten thousand-plus that the democrats say "were never counted"), is either lying to themselves or is willfully ignorant. That's because those hand recounts involve guessing what the voters might have intended when they cast those undervoted ballots. One county's standard for divining voter intent was that if a ballot indicated clear votes for a majority of the other democrats on the card, then the voter must have intended to vote for Gore and was simply unable to do so properly. The vote will come about two years ahead of schedule. The date of the elections was expected to be set in the coming days through negotiations. The opposition has recommended they be held in May. Barak's move Tuesday came as parliament prepared to vote on five opposition bills calling for early elections. But this does not mean that Ehud Barak is down - maybe the opposite. The "Gamla Shall Not Fall Again" organization suggested that we will see, in the near future, Barak nodding towards the PA/PLO with all sorts of "gestures" for the month of Ramadan, hoping for one of two things: 1. The PA/PLO will respond and calm will return to Israel. Barak knows that this is the thing Israelis want most. He is betting that this could turn into votes for him, while the public will punish the right for forcing elections during a crisis. 2. The PA/PLO will not respond. In this case, he can open the lid on the IDF [Israel Defense Force] to hit back, showing that he was so willing for peace, but the PA/PLO would not accept this, and fighting for now is the only alternative. He will hope to gain on the left by showing just how far he was willing to go, and on the right, by becoming more "Catholic than the Pope". Does this mean the return of Binyamin Netanyahu? Maybe ... stay tuned. :: MEANWHILE, THE VIOLENCE CONTINUES: The violence throughout Israel continued this week. While the number of incidents is reported to be down somewhat, the intensity of the attacks has escalated. To the dismay of the Israelis, the Palestinian sharpshooters actually are killing Israeli officers and civilians from a distance. The Palestinians have accumulated detailed intelligence of Israeli troop movement on the roads and in the bases and settlements and have improved their aim, according to a report in YEDIOT ACHRONOT (Nov. 26, 2000). [Editor's note: It was the United States Central Intelligence Agency that trained the PLO police and the sharpshooters.] The remote-control method of terrorist bombing, executed in Hadera a week ago Wednesday, is frighteningly cold-blooded - even in the deadly terms of massacre by terror. The perpetrators park the rigged car and then sit and watch from another vehicle or a cafe, at a safe distance of 50-60 meters (54-65 yards). When enough passersby are gathered within range of the car bomb, the terrorists push the button, spewing death and destruction. The initial investigation indicates that the novel device of a cell phone pad is being used in the most recent Palestinian bombing attacks to activate the devices at a distance, after which the terrorists drive off unnoticed, under cover of the pandemonium and after-shock. The method first surfaced in the bomb-attack on Jerusalem's open-air market three weeks ago. Ibrahim Beni Ouda, a leader of Hamas's Izzedin Kassam military wing, had produced a chemical weapon "capable of killing thousands," the London-based AL-HAYAT AL-JADIDA (the PA/PLO's official newspaper) reported Tuesday. Ouda "secretly produced a chemical substance capable of killing thousands of Israelis if placed in the center of an Israeli city," the paper said. The paper did not say what became of the weapon after Ouda's death. Ouda was killed on Thursday when the car he was driving suddenly exploded in the city of Shechem. Israel said Ouda blew himself up as he transported a bomb meant for an attack against Israel. For the first time, uniformed Palestinian policemen were sighted behind the guns shooting at Gilo Monday night, under orders to move from house to house in Beit Jallah. HSV Technologies of San Diego, a developer of weapons for police officers and military personnel, just introduced a prototype of a weapon that shoots laser beams to stop criminals in their tracks. Known either as the "Anti-Personnel Beam Weapon" or "Non-Lethal Tetanizing Beam Weapon," it releases two ultraviolet laser beams with a wavelength of 193 to 248 nanometers that paralyzes the skeletal muscles of people and animals up to 2 kilometers away. The laser beams, which create a voltage of 10 milliampere and are effective within a few milliseconds after they charge, are strong enough to penetrate clothing but too weak to damage the skin or to be lethal, according to Eric Herr, vice president of HSV Technologies. Herr says the device has yet to be tested on animals or people, but it is a safer and more efficient way to stop criminals than handguns or "Taser" guns -- which release physically painful darts that can only travel to 20 feet. "They (law enforcement officials) haven't used our device yet, but they may remember the Rodney King episode," Herr said. "He was struck repeatedly with darts that didn't subdue him. Because the Taser causes painful shots ... for some people that angers them. Our device produces no shock at all, it just immobilizes the person in whatever position they may be in." Still, the device has its side effects. A suspect's eyes could become irritated if the beams are concentrated on the face for a few minutes. The device is hefty in both size and price tag. Herr expects initial units to fetch $35,000. Law enforcement officials, and perhaps criminals interested in torturing their victims, would probably opt for cheaper handguns. "There really isn't anything out there, other than a baton and pepper spray, that can halt a dangerous suspect without doing him or anyone else harm," Herr said. "There is a huge market for this because there are no alternatives to shooting the person in many cases." "It's a lot better to be simply frozen in position than shot full of holes." Dialing Around: Czech Finance Minister Pavel Mertlik said the government will discuss a proposal to auction only one third-generation (UMTS) bandwidth license and to sell three licenses for a fixed price to current mobile operators. The opposition party, however, has pushed to auction all four licenses.
