I found and fixed the problem. There was a bad user exit for the product in
one of the linklist datasets concatenated ahead of the vendor library. This
was put in place to try to resolve another issue but no one realized that
the library was actually in the linklist.

You said it right at the start. SMTP, not sendmail.
The original poster has been saying sendmail, but also said
no cost.
Any oldtimers out these have the Physical Planning guide that covers
the 4300 processors? I need to know the weight of a 4331-2, and my
guide skips that model.

Bob has a good point. You can't be SMS managed unless a STORCLAS is
assigned. The way I read the IDC3009I massage is that SMS managed volumes
are specified for a dataset that is not SMS eligible (i.e. Does not have a
STORCLAS).
I'd give up trying to diagnose you DATACLAS routines for now
