Nope, they don't change the wp-config.php file but they do occasionally update the wp-config.sample.php file as needed (security, new functions, changes in absolute paths, etc--not many changes but some) and it's up to the website owner to manually update their wp-config.php file accordingly.

Doing this upgrade via FTP? If you're going straight from 2.6.5 to 2.7 by doing a good old fashioned upgrade then deactivating plugins is a must. The 2.7 auto-upgrade through dev builds and to the final is supposed to be able to be run with out deactivating plugins. Better late than never I
