While I agree with your basic premise - that devs get screwed by the current 
Market setup - I take a different view to actual refund requests like this. 
My feeling is that the cost of an occasional refund more than offsets the 
risk of crappy Market comments. I firmly believe that comments are one of 
the biggest drivers of sales, and a single bad comment is likely to cost you 
a number of sales.

So sure, try to solve their issue first - but if that's not going to happen, 
grit your teeth and refund 'em, no matter how long since they purchased the 
app.
