My point being that the more developers try to accommodate users by doing 
out-of-policy refunds and other actions, the more users expect it from 
developers, and the more likely developers are to see a 1* rating when they 
stick to the written rules of market.

Getting a few 1*'s may not be nice, but there will always be jerks out there 
who do things like that just because Markets' policies are what they want them 
to be, you don't do what they want you to, and they feel their views are more 
important than anything else, and if you need an example of this my app, which 
averages 4.5* after 300+ ratings recently got a 2* with a comment "Does not do 
what I want", which is realy helpful :).
