If your goal is to reduce 1-star comments, then I would apply the 80-20 rule, so that if 80% of 1-star comments come from "morons" then you need to take them seriously (even if they only represent 20% of your user base).
Lots of "if"s there :) 1-star comments have a far bigger impact (on downloads/sales) than 5-star comments and so deserve greater attention.
