I found an article that shows the differences between the new and old
interface. I guess they've only rolled it out to some devs:

In the new interface, you can't open up details in new tabs (for example,
the order details window). It needs to be opened in the same window, and
when doing so, the interface is very slow to respond. And in general,
there's a lot less info given about the buyers (nothing that would let you
personally identify the buyer) and thus less privacy concerns.
If that's the case, I guess no more refunds for anyone who didn't save
their order number.

You allow refunds? I just got what appears to be a request through
Google but I have no way of verifying it. Hence I've decided to add a
policy to my website saying all sales are final. So the only refund
they can get is the 15 minute through Google and Amazon offers none. I
don't have time to process refunds for inexpensive apps. Besides what
do you refund? Just the net amount? We shouldn't be paying Google's part.
