Roger,
You report very queer things. WWW is based on HTTP protocol that is
member of TCP/IP family as FTP, Telnet, etc. It generates the same IP
packets that should be handled properly by Compuserve. Some local
providers probably may disable HTTP but this is political question not
technical.
