Ian, I assume you mean SSA, not SAA. What a member of the Society of American Archaeology (or South African Airways) would be doing with an FAI Sporting Licence escapes me.
An extract from the FAI Sporting Code, General Section reads: 8.1.3 ISSUE OF SPORTING LICENCES. Each NAC has the power to issue FAI sporting licences on proof of identity to those of its individual members who are either citizens or residents of that NAC's country. This suggests to me that unless you were either a citizen or a resident of the US, then a Sporting Licence issued by SSA to a foreigner who did not reside in the US by would not be accepted as valid by the FAI (or, by extension, any of its member NACs). I think the correct answer is obvious. What would happen in practice though, would depend on how seriously the registration officials at the Nationals took their responsibilities.
