As far as I know...the DOT has every intention to introduce a change to the law 
allowing right turn signals with a straight right hand. They wanted to 
introduce this a few times in the past and various things have stopped it 
(blocked once by legislature, once the person who agreed to introduce it 
retired). I assume, but don't know for sure, that BFW has this on their 
lobbying agenda, but I could be wrong. It used to be.
 
I am not aware of any research that says it is safer...but I think it is more 
clear and easier to see from behind. And other states have approved the change.

Just a comment...signalling is nice, but it can't replace rear scanning as a 
safety measure. It doesn't matter how you signal or if you signal at all if you 
haven't checked behind you before changing lanes or in front of you before 
turning. And no cyclist is required to signal if doing so would cause them to 
lose control of their vehicle. It is communication, which is good....but it 
doesn't strictly prevent crashes.
