Good question. I've been using my left arm straight out, down about
45 degrees, palm back, usually gesturing backwards. If possible, I
turn my head and glare at the driver. It seems to usually work.
When it doesn't, I suspect the driver understands perfectly well, but
chooses to ignore. I did catch up with one motorist who did wait
until it was safe to pass. She wasn't quite sure what my signal
meant, but did the right thing anyway. Perhaps just confusing them
is better than nothing.
When a motorist does wait, I always make a point of waving him/her
around as soon as it's safe. This usually elicits a friendly wave.
