If you crest the hill before them, and can see that there is no oncoming traffic, I then follow this up by using the "come on around" signal of waving my arm for them to pass. Motorists seem to appreciate this, and I get much better behavior from motorists when I make it clear I both see them and understand that there are good times and not good times to pass me. As I said before, communication is the key, and making yourself understood is much more important than the legal details.
