Perhaps bicyclists can wear gloves or wristbands equipped with LED lights. When you want to signal a turn, extend the appropriate arm, and turn on the lights.
(I'm actually semi-serious about this. When I signal a turn at night, I wonder if anybody actually sees me. A flashing signal would be handy at times like that.)
