Take Texas, divide it into regions with area about 30x30ft, put one person in each one. Put walls and a roof around each person if you like. That was what I was discussing. What do you mean by an arcology? A closed system? Even then, I don't think your body heat comment makes sense. Total heat production would surely be a concern in a closed system, but the average heat from lighting, cooking, computers, etc. in a 30 x 30 ft room is several times more than the ~100W or so from a person.
