Yes we can just start with the users mailing list, but I would
eventually bring both across because of the number of extra features
Zoho provide us.

I would not say that development mailing list is serving us that well
either. I think it has the same problem of not being able to tag
discussions per topic and the way we do voting, and it has no way of
subscribing to discussion topics.

I think both lists would benefit from the features Zoho provides.
