Assuming for a moment that you don't want him in the country because
of what he might cook up, would it not make more sense to deny him a
visa?
What makes him so dangerous that they had to divert an airplane?
I say this is a case of election-season wag the dog. See, they are

Wasn't Cat Stevens the one who publicly agreed with the death sentence
and bounty placed on Salman Rushdie for the Satanic Verses? There was
even some linkage between the money he donated to one of the charities
he supports and the 3 million dollar bounty by Iran, IIRC. He has
openly supported Hamas for years (claming they are just a political
and aid org). He spoke out in support of Saddam (and against the West)
during the first Gulf War.
I think he probably SHOULD be on the "watch" list.

The US is urging a change to the process of developing the watch list.
However, i think contrary to what you are looking for, they are
looking for ways to TIGHTEN the security.
