I question whether government should be attempting to draw that line.

For example how can you make illegal a medical procedure for which
there is no obvious punitive action?  That is, who do we punish?  The
doctor?  If we punish the doctor then we must also punish the mother. 
Will having doctors and mothers in jail benefit society?

That next question is should government regulate sex?  That is,
unwanted pregnancy is the sole cause for abortion so doesn't it follow
that if we want to eliminate abortion we'll have to regulate sex? 
This would be similar to, say, morphine.  It has legitimate uses, but
it can also be a vector for illegal acts.  If abortion were illegal
the same would be true of sex.

But then I'm a social liberal: I don't think the gov't has any
jurisdiction over my body and so I would favor legal (but regulated)
prostitution, drugs, euthanasia, etc.
