Neilson obviously can't have a very high opinion of prewar European leaders if 
he does think they were less tyrannical than Hitler.  You have to be strong to 
be a tyrant and none of the democratic ones were.  Who was this General Robert 
Wood?  The name is not familiar.

I just read through Neilson's article on JSTOR as well. Neilson contends that 
prior to March 1939, Hitler was no more a tyrant than any other European 
leader. He identifies the guarantee to Poland as the point in which Hitler was 
forced into tyrany.

Neilson concludes his article with a often repeated quote:


It was in November 1936, that Churchill and General Robert Wood lunched 
together in London, when Churchill said, "Germany getting too strong and we 
must smash her." Perhaps this was the real reason why Hitler later became a 
tyrant.

Has anyone seen the source of this quote? Every book I've seen this quote 
references another book which references another book, but never the source 
document.
