Oh goodness.  No, Toni.  "They" are not required by law to report anything
IF they are tested at a "confidential" test site because they are never
identified--they are a number!  They are, however, strongly encouraged to
divulge their results to the people who have a need to know and, they
usually do.  Education is done at the test sites.

Toni, people have been physically assaulted and even killed for their
lifestyle.  AIDS is a horrific disease which destroys the afflicted's
ability to seek gainful employment, find housing, to just name a few--some
of the things you and I might take for granted!  I understand why they are
concerned about confidentiality--it's to protect themselves.  Maybe you
should watch the movie, Philadelphia...
