Anyone is allowed to do whatever one wants. However, Myra, I (and others) do what we honestly feel is *fair*. These are not Retrievers or Setters that produce 10-12 puppies and up with every litter. Cavaliers only produce 4 puppies on average. Cavalier owners have to ship bitches much more often than breeders of other more popular (higher numbers of registrations) breeds because there are few quality dogs that are nearby. Shipping tends to stress out many bitches and cause even smaller litters. I, too, return payment if the bitch does not conceive and do not require that bitch to come back to me. It is enough that someone may have spent $500 to ship a bitch 4000 miles round trip to me--I won't *make* them do it again if they don't wish to. Breeding a small breed is hard enough and I prefer to be *fair* rather than *right*.
