Actually the testing craze in the U. S. has more to do with "groupthink"
than anything else. Here's a definition of "groupthink" from one of my
college classes this semester.

"When a group has a strong identity, the members all observe the norms
religiously. Such group loyalty can lead members into groupthink, the
willingness of the individual to set aside their personal opinions and to go
along with everyone else, even if everyone else is wrong, simply because
belonging to the group is more important to them than making the right
decision"

"Because decisions based on groupthink tend to result from group loyalty and
conformity rather than from carefully considered opinion and fact finding,
group think can lead to poor-quality decisions and ill-advised actions."

I am not saying that all U.S. group decisions are wrong or that testing is
wrong. I take the group ideas that make sense to me and use them, but no one
could ever accuse me of groupthink. However, a little reflection on the past
should bring to mind occasions where groupthink caused some ill-advised
actions which were detrimental to the breed in the U.S.
