The admitting RN makes this determination and communicates the decision to the rest of the staff. Family must be notified of this and we have found it is the easiest way to catch them (right at admission).

Thanks!  I've found a vast difference among facilities as to the specifics of MDS Coordinator responsibility (hence my question to the group)! 
On a related note, in your facility whom makes the final decision as to whether the resident meets Medicare A/skilled criteria eligibility...usually has been the DON or NHA in my past facilities.
