That's a good point. I had that happen once. I was broiling steak in my
toaster oven and I hadn't realized that some of the foil was covering the
top broiler pan. My smoke detector went off, but there wasn't a fire. I shut
the oven off, let it cool down, saw what the problem was and removed that
piece of foil. I made sure the bottom pan only was covered with foil and
went on cookint the steak. That was about twenty years ago.

Now you make an important point. As I understand your response, you may have

had the top of the broiler pan wrapped in foil. No. That would not be safe. 
The only place the grease has to go is to drip down on the heating element. 
When advice columns or articles say cover a broiler pan with foil, they mean

to cover the bottom portion that collects the grease so that instead of 
scrubbing that, you can simply lift and close the grease up in the foil and 
have a mostly clean collection pan. It is imperative that the holes in the 
top piece be open so that the grease can drain away. I am glad you brought 
this question up. Others may have questions and as you see, I made an 
assumption which could have put you in danger. No foil goes on the top piece

of the pan. I've never even thought of that scenario as a possibility and 
was wrong to do so.

Aren't these previously mentioned uses for aluminum foil exactly what the
foil is designed for?  If so, there must not be any danger of using foil as
long as it is used correctly.
