The domain has likely been locked as a precaution, and to protect the
interests of your customer until they can properly identify themselves to
the Compliance Dept.

I'd say, that this issue represents yet another future requirement for
genuine "online identities" (like it or not), and points to a growing need
to properly establish and maintain certified identity profiles...In order
to address the snags that come up as more "Jason Ingram's" start to exist online, and
try to identify themselves as one another in order to
"hijack" each others domains.
