The answer, in my opinion, is "no" if for no other reason than that designers need to spend time with their audiences in order to develop the empathy and knowledge-base they need to make good design decisions.
While something like Offermatica certainly seems useful and looks to provide some very interesting data (under certain circumstances, as others have mentioned) I'd say it'd have to be used in conjunction with usability testing to get the most possible value out of it. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .
