I think that you assume that there are problems in the past because (I
hope) the vast majority of us would never even think of harassing anyone.
It's not something that is top of mind so when we see a sudden urgency to
develop a policy we immediately think that something must have happened to
initiate this discussion, especially in an organization that has been
around for almost 10 years.
